He was born to Julian G. Brewer and Leola Dale Brown Brewer on February 25, 1939, in Defoe, Shelby County, Kentucky. He was a member of Elmburg Baptist Church.

Ray was a  1957 graduate of Pleasureville High School, where he was a proud member of the Pleasureville Bulldog basketball team. Ray shared a profound bond with his beloved wife, Patsy Ethington Brewer. Together they nurtured a loving family that included their daughters Lori Jeannine Brewer of Louisville, KY and Judy Beth (Sam) Brough of Frankfort, KY, alongside six grandchildren and four great-grandchildren, who will forever carry his legacy in their hearts. The love and values he instilled in his family will continue to resonate through generations.
